Start with plans that are easy to understand from the outside: a seasonal street festival, a clear viewpoint installation, or a food-and-drink venue with published hours.

For July 7, Shitamachi Tanabata Matsuri is the most time-sensitive pick because it runs through today around Ueno and Asakusa. Shibuya Sky Flowing Flowers gives you a longer-running skyline option, and Korean Sakaba Beer Garden is useful when you want a simple evening plan in Shinjuku.
